This plugin aims to remove RNG-based or inconsistent durability mechanics for armour and elytra.
Currently, the plugin can do 2 things:

Make elytra partially reduce in durability every tick instead of every second (enabled by default)
Remove RNG from Unbreaking enchant on armour (it will use the average expected value instead) (disabled by default; requires custom server patch)

Toggling can be done in the plugin's config.yml.
