Bundle Dupe Fix

Fixes bundle duplication exploits by throttling bundle actions, blocking risky held-bundle use packets, detecting ClickSlot/entity/chest-vehicle lag spam, and resyncing player inventories to prevent netty lag/kick based dupes.
