all it does is disable the rendering of glowing, nothing else.
can help in situations like:

• multiplayer servers where they excessively abuse the glowing effect
• people with a graphics card that may be challenged with basic shaders (integrated graphics are the biggest culprit here!)
• general annoyance prevention
