Neco Arc Modification

From now you be allowed to spawn Neco Arc mob in your world. Adds cola, pilk, neco-armor and neco arc.

Gamerule "canNecoSpawnEverywhere" allow to spawn Neco Arc mob all over the world. But be careful, she can multiply itself, use some items, like TNT, food, pilk.

You can shear Neco Arc for Neco-blocks for Neco-portal and Neco-armor, that allows you to command your Neco-army.
