KJ's Progression Limiter

Adds a /tools command to lock and unlock both vanilla and modded tools
Developed for use with Pufferfish Skill Trees to add an easy way to implement restricted tools on fabric.

Do not use as a standalone mod, there is no built in progression.
To modify the initial tool blacklist, you must edit the util.InitialToolBlacklist.java file
