Frigid, a Snowy Zombie variant

adds a Snowy Zombie variant to the snowy parts of the world, Called the Frigid, the more hits it does, the longer the frostbite effect lasts, if a Zombie falls in powdered snow it turns into one, and it drops lapis instead of iron. tested on neoforge 21.1.215 and 21.4.78-beta.
