Fixed Experience Bottles

This is a simple mod that adds a gamerule (fixedBottleXp) that allows you to change the amount of XP a Bottle o' Enchanting gives the player.

The acceptable values are in between -2,147,483,648 and 2,147,483,647. (where anything less than 0 results in using the vanilla code, ie. random between 3-11)
