You get these buffs every time you craft a tool! This includes modded tools and tinker's construct tools (however sometimes they need to be reforged in the reforging anvil to get buffs!
The reforging anvil can be used to, at any time, spend some XP to reforge the buffs on your tools, even if they didn't have buffs before.
If you hold shift when crafting the tools, you will craft it without any buffs, however, beware that there are negative effects on your health if you do this. Too much crafting without buffs will cause you to die!

You can also blacklist or whitelist any items you wish to get these buffs in the config!
